UPSC Prelims 2013 question on Money Bill Rajya Sabha Amendment

What will follow if a Money Bill is substantially amended by the Rajya Sabha?

  1. The Lok Sabha may still proceed with the Bill, accepting or not accepting the recommendations of the Rajya Sabha
  2. The Lok Sabha cannot consider the Bill further
  3. The Lok Sabha may send the Bill to the Rajya Sabha for reconsideration
  4. The President may call a joint sitting for passing the Bill

Answer: A. The Lok Sabha may still proceed with the Bill, accepting or not accepting the recommendations of the Rajya Sabha

Analysis

Rajya Sabha cannot amend or reject a Money Bill; it can only make recommendations within 14 days. The Lok Sabha may either accept or reject those recommendations. Therefore, even if Rajya Sabha suggests substantial amendments, the Lok Sabha is free to proceed with or without accepting them.
