Analysis
Sea cow and sea lion are mammals, whereas sea horse is a fish. Sea cows such as dugongs are marine mammals that breathe air and give birth to live young. Sea lions are also marine mammals belonging to the pinniped group. Sea horses, despite their name, are bony fishes found in marine ecosystems. Therefore, only 1 and 3 are mammals.

Dugongs are protected marine mammals found in Indian coastal waters, especially around the Gulf of Mannar and Andaman & Nicobar regions.
