Verdict

The answer is the Directive Principles of State Policy. Promotion of international peace and security appears in Article 51.

Analysis

Article 51, within Part IV, directs the State to promote international peace and security, maintain just and honourable relations between nations, foster respect for international law and treaty obligations, and encourage settlement of international disputes by arbitration. It is not in the Preamble, which speaks of justice, liberty, equality and fraternity. It is not among the Fundamental Duties in Article 51A, despite the confusingly similar numbering. The Ninth Schedule concerns laws placed beyond certain forms of judicial review.

How to crack it

Article 51 and Article 51A sit next to each other and are systematically confused, so separate them deliberately: Article 51 is the international peace directive in Part IV, Article 51A is the list of Fundamental Duties in Part IVA added by the Forty Second Amendment. Whenever two provisions share a number with a letter suffix, expect UPSC to test the distinction. Grouping the Directive Principles into Gandhian, socialist and liberal intellectual categories also makes this one easy to place.
