Verdict

The answer is to protect the interests of Scheduled Tribes. Both the Fifth and the Sixth Schedules deal with tribal administration.

Analysis

The Fifth Schedule provides for the administration and control of Scheduled Areas and Scheduled Tribes in States other than the four North-Eastern States it excludes, with Tribes Advisory Councils and gubernatorial powers over the application of laws. The Sixth Schedule provides for the administration of tribal areas in Assam, Meghalaya, Tripura and Mizoram through autonomous district and regional councils. Boundaries between States are altered under Article 3. Panchayat powers are in the Eleventh Schedule and Part IX. Border States as such receive no special schedule.

How to crack it

The question is answerable from the common element of two schedules, so look for what they share rather than what distinguishes them. Both are about tribal areas, so any option not mentioning tribes is out at once. Then keep the internal distinction ready for the follow up question: the Fifth Schedule covers Scheduled Areas generally while the Sixth covers the four named North-Eastern States through autonomous councils with legislative and judicial powers.
