Verdict
The answer is C. Rajagopalachari. He led the salt march on the Tanjore coast in April 1930.
Analysis
While Gandhiji marched to Dandi in Gujarat, parallel salt satyagrahas were organised across the country, and in the Madras Presidency C. Rajagopalachari led a march from Tiruchirappalli to Vedaranyam on the Tanjore coast to break the salt law. V. O. Chidambaram Pillai belongs to the earlier Swadeshi period and is remembered for the Swadeshi Steam Navigation Company. K. Kamaraj rose to prominence considerably later. Annie Besant led the Home Rule movement of 1916 and had left the front line of Congress agitation by 1930.

How to crack it
Civil Disobedience was a nationwide campaign with named regional leaders, and UPSC asks the regional pairings far more often than Dandi itself. Fix the set: Rajagopalachari at Vedaranyam in Tamil Nadu, K. Kelappan at Payyannur in Malabar, Sarojini Naidu at Dharasana, and the North-West Frontier under Khan Abdul Ghaffar Khan. Then use period placement to discard names that belong to an earlier or later phase, which removes two options here immediately.
