The answer is Andhra Pradesh. India's first National Investment and Manufacturing Zone was proposed there.
Analysis
Andhra Pradesh was set to house the first such zone after assuring the Centre of ten square kilometres of contiguous land in Prakasam district. The concept had been mooted four years earlier under the National Manufacturing Policy to give a large scale push to manufacturing, and the Department of Industrial Policy and Promotion had given an in principle nod to the State two years before the final approval. The proposal was linked to the Make in India campaign and was accompanied by local protests over land compensation.

How to crack it
The binding constraint for a National Investment and Manufacturing Zone is a very large contiguous land parcel, so the States able to host one first are those that can assemble land quickly, typically newly reorganised or investment hungry States. Reading the physical precondition out of the policy and then asking which State could meet it is a reasoning route into an otherwise pure recall question. Land acquisition politics is the standard news hook for all such projects.
