Show answer
Answer: C. European Union
Verdict
The answer is the European Union. The Digital Single Market Strategy is a European Union programme.
Analysis
The Strategy was adopted by the European Union in May 2015 and comprised sixteen specific initiatives aimed at opening up digital opportunities for people and businesses and strengthening Europe's position in the digital economy, covering areas such as cross border electronic commerce, data protection, copyright and telecommunications rules. A mid term review was published in May 2017. Neither ASEAN, BRICS nor the G20 has an equivalent programme, since none of them possesses the regulatory machinery to create a single market.

How to crack it
The phrase single market is the whole clue, since it is European Union vocabulary describing the free movement of goods, services, capital and people, and no other grouping on the list has a single market to extend into the digital domain. Reading the institutional vocabulary rather than the subject matter is the fastest route: single market means the European Union, just as most favoured nation means the World Trade Organization.
