Analysis

Statement 1 is CORRECT. The FCPF is a global partnership of governments, businesses, civil society and indigenous peoples focused on reducing emissions from deforestation and forest degradation and on conserving and enhancing forest carbon stocks. Statement 3 is CORRECT. Assisting countries in their REDD+ efforts with financial and technical assistance, and building their capacity to benefit from future incentive systems, is the first of its stated strategic objectives. Statement 2 is INCORRECT. The Facility grants funds to developing countries, not to universities, individual scientists and research institutions.

How to crack it

Identify the counterparty. Climate finance instruments generally transact with countries, because the emission reductions they pay for are measured at national or subnational scale, whereas research grants go to institutions. Any statement converting a country level finance facility into a research grant body is therefore structurally wrong. Attach REDD+ to forests and to results based payments to developing countries, and this whole cluster of questions becomes reasoning rather than recall.
