With reference to the 'Global Alliance for Climate-Smart Agriculture (GACSA)', which of the following statements is/are correct?
1. GACSA is an outcome of the Climate Summit held in Paris in 2015.
2. Membership of GACSA does not create any binding obligations. 3. India was instrumental in the creation of GACSA.

Only statement 2 is correct, so the answer is (b) 2 only.
Statement by statement
Statement 1 is INCORRECT. GACSA was launched in September 2014 on the margins of the UN Climate Summit and held its inaugural Annual Forum in December 2014. It therefore predates the Paris summit of 2015 and is not its outcome.
Statement 2 is CORRECT. GACSA is an inclusive, voluntary and action oriented multi-stakeholder platform, established through bottom up, inclusive, independent and voluntary processes, so membership creates no binding obligations.
Statement 3 is INCORRECT. The concept of Climate-Smart Agriculture was developed by the FAO and presented at the Hague Conference on Agriculture, Food Security and Climate Change in 2010. India was not instrumental in creating the Alliance.

How to crack it
Statement 2 is winnable from the word alliance itself. A voluntary multi-stakeholder alliance is a different legal animal from a treaty or protocol, and alliances of this kind almost never impose binding obligations. Note also the shape of the option grid: every option except (b) requires statement 1 or 3, so proving the voluntary nature and doubting the 2015 date is enough.
