The answer is a revolutionary association of Indians with headquarters at San Francisco. The Ghadar Party was founded by Indian emigrants on the west coast of the United States.
Analysis
The Ghadar Party was formed in 1913 among Punjabi emigrants in North America, published the paper Ghadar, and planned an armed uprising in India during the First World War. San Francisco was its headquarters. Singapore is wrong although it does connect to the 1915 mutiny there, which is a related but separate episode. Berlin is wrong but is the strongest distractor, because the Berlin Committee of Indian revolutionaries did exist and worked with German support in the same years. Tashkent is wrong and belongs to M. N. Roy and the early communist strand of the 1920s.
