Verdict
The answer is 1 and 3 only. Radhakanta Deb led the British Indian Association and Surendranath Banerjee founded the Indian Association, but Gazulu Lakshminarasu Chetty did not found the Madras Mahajana Sabha.
Analysis
Pair 1 is CORRECT. The British Indian Association was established in October 1851 with Raja Radhakanta Deb as its first President and Debendranath Tagore as secretary. Pair 3 is CORRECT. Surendranath Banerjee, with Ananda Mohan Bose, founded the Indian Association in 1876. Pair 2 is INCORRECT. The Madras Mahajana Sabha was established in 1884 by M. Veeraraghavachariar, G. Subramania Iyer and P. Anandacharlu, while Gazulu Lakshminarasu Chetty founded the earlier Madras Native Association.

How to crack it
The pre Congress associations form a small closed list and are best learned as a chronological chain with founders attached: Landholders' Society, British Indian Association 1851, Madras Native Association, Poona Sarvajanik Sabha 1870, Indian Association 1876, Madras Mahajana Sabha 1884, Bombay Presidency Association 1885. Note the trap here is two similarly named Madras bodies two decades apart, which is exactly how the distractor was built.
