How to crack it
Index questions are pure report to publisher recall, and the reliable move is to keep a running two column list of index against issuing body as you read the paper, because UPSC asks two or three of these every year. When you do not know it, eliminate on institutional character first: courts and treaty bodies rarely publish ranked indices, which removes the ICJ and OHCHR here and leaves a straight choice between two.
