With reference to the funds under Members of Parliament Local Area Development Scheme (MPLADS), which of the following statements are correct?

Statement by statement
Statement 1 – CORRECT: MPLADS is for development works and creation of durable community assets. The emphasis is on creation of durable community assets based on locally felt needs in the areas of roads, electricity, drinking water, health and education.
Statement 2 – CORRECT: MPs are to recommend every year works costing at least 15 per cent of the MPLADS entitlement for areas inhabited by Scheduled Caste population and 7.5 per cent for areas inhabited by Scheduled Tribe population. Out of Rs. 5 crore annual entitlement, Rs. 75 lacs for SC areas and Rs. 37.5 lacs for ST areas.
Statement 3 – INCORRECT: Funds released by the Government of India to the District Authorities under MPLADS are non-lapsable. Unused funds can be carried forward to the next year.

MPLADS was launched in 1993 under Ministry of Rural Development, transferred to Ministry of Statistics and Programme Implementation (MoSPI) in October 1994. Annual entitlement per MP constituency is Rs. 5 crores. Lok Sabha MPs recommend within constituency; Rajya Sabha MPs within State of election; nominated MPs anywhere in the country.
