Correct statements: 1 and 3 → Option (c).
Statement by statement
Statement 1 – CORRECT: Article 85(1) of the Constitution empowers the President to summon each House of Parliament to meet at such time and place as he thinks fit, but six months shall not intervene between its last sitting in one Session and the date appointed for its first sitting in the next Session. Hence statement 1 is correct.
Statement 2 – INCORRECT: The Constitution does not provide for three sessions of Parliament in a year. It only mandates that Parliament should meet at least twice a year. The three sessions (Budget, Monsoon, Winter) are a convention, not a constitutional mandate, and it is not mandatory to conduct all three. In other words, the Parliament should meet at least twice a year. Hence statement 2 is not correct.
Statement 3 – CORRECT: There is no minimum number of days that Parliament is required to meet in a year. Hence statement 3 is correct.
